is there anyway to control vista 3 with a usb encoder not midi but with lets say a second keyboard where you can assign keyboard buttons like a numpad to fire cues

A standard keyboard can already fire cues in Vista.

If you mean like a macro device. Have a look at X Keys or Streamdeck.

When you open Streamdeck you assign “multi action” to a button. [56] You then double click the multi action to assign actions. The actions I use are “hotkeys” which are keyboard strokes.
