I have two consoles with 8192 ch dongles in each. In tracking backup scenario will I get the opportunity to have acsess to 16384 channels from one, main console?

Also if your slave dongle is 50% or larger than the master console. The total sum of both master and slave will still remain for the session, in the event of a failover.
So yes, you will have a 32 universe redundant system.
